Three referendum questions appear on the municipal election ballot.

Voters support a binding question that would allow the City Council to modify the city budget. They oppose non-binding question calling for construction of an electrical substation in East Boston. They support a non-binding question to return to an elected Boston School Committee by a margin of 99,000 to 27,000.
