The first Hispanic fire chief of the Boston Fire Department, he is also the first person from outside the department named to the position, which is the highest ranking uniformed post. After criticism from 13 deputy fire chiefs for not assuming command of the scene after the Boston Marathon Bombings – a practice he defended as meeting national standards and meant to show confidence in the deputy chief in command – on June 3, 2013.
