Smith (Frank E.) is born in Boston.

Frank Smith enlists in the U.S. Navy, and served in conflicts in the Philippines, China, and the Spanish-American War. He is awarded the Congressional Medal of Honor for his actions in a three-day battle in Cuba in 1900. After retiring from the military, Smith works at Boston City Hospital. He dies in 1943, and is buried at Mount Hope Cemetery.
