Shattuck, Lemuel. Report on the Sanitary Conditions of Massachusetts.

April 25, 1850

The report, which is presented to the Massachusetts legislature, is later credited with launching the public health movement in the U.S. It links health problems to environmental and social conditions and calls for creation of a public authority and programs to improve maternal and child health programs, health education, housing and factory inspections, and improvements in the collection and analysis of vital statistics.
