Report recommends improvements to the metropolitan mass transit system.

Presented to the Massachusetts legislature, the report recommends construction of a subway tunnel under Tremont Street, two elevated railroad lines (one from Charlestown to South Boston and one from Cambridge to Roxbury), a bridge across the Charles River, widening and aligning downtown streets, expansion of steam railway lines to the suburbs, and construction of North and South Union terminals.
