Refugee Act of 1980 is adopted in Washington, D.C.

Passed by Congress, the law expands the definition of refugees and provides more funding for their resettlement. Along with the end of the civil war in Vietnam, it results in an increase of immigrants from Southeast Asia coming to Boston that continues into the early 1990s.
