Massachusetts voters defeat a referendum question calling for a bill to ban child labor. State representative Henry Shattuck (R-Back Bay) claims the amendment would “break down parental responsibility” and substitute for local self-government centralization and bureaucracy, those twin enemies of democracy. Cardinal William O’Connell calls it “a threat to the integrity of the private school system.”
