Massachusetts Department of Community Affairs again rejects the Park Plaza project.

DCA director Miles Mahoney, who resigns a few hours later, cites the proposed project’s size and the shadows it would cast in his decision. In an op ed piece after his initial rejection of the plan, Mahoney had written, “the public trust, protected by law, cannot be bargained away by mayors, commissioners, secretaries or governors.”
