Joint Board on the Improvement of the Charles River is established.

(ca.) Created by the Massachusetts, it is made up of the members of the Metropolitan Park Commission and the state Board of Health. Its purpose is to investigate sanitary conditions of the river as far up as Watertown and to recommend improvements to “the beds, shores and waters” of the river.
