Immigration Reform and Control Act is adopted in Washington, D.C.

Passed by Congress, the law provides amnesty provisions for some undocumented immigrants but establishes penalties for employers who hire undocumented immigrants. The law results in a shift of immigration from Mexico and Central America from the West and Southwest to other parts of the country.
