Hugh O’Brien complains about expectations faced by the mayor of Boston.

According to O’Brien, the Republican party is held responsible for the actions of the Aldermen, the Democratic party for the actions of the Boston Common Council. But “[The mayor is held responsible] for the acts, sins and omissions of both [the Alderman and the Boston Common Council], besides his own shortcomings.”
