Boston Globe. The article describes the recent placement by the Department of Social Services of two children with Fort Hill residents Donald Babets and David Jean. The outcry that follows prompts DSS to remove the children and bans future placement of children with same-sex couples in the future. Babets and Jean sue, and, as a result of the 1988 decision in Babets v. Johnson, the state agency rescind its ban and agrees to base decisions on “the best interests of the child” in 1990.
