Combat Zone is officially established.

Mayor Kevin White signs an amendment to the city’s zoning code that designates the area as an “Adult Entertainment District.” One of the first such areas in the U.S., its creation is an attempt to allow constitutionally expression free speech and expression by permitting such businesses along lower Washington Street while prohibit them elsewhere in the city.
