City of Boston. Commissioned by the city, the 400-page report predicts that global warming could result in rising sea levels that could affect more than 90,000 Boston residents, 12,000 buildings, and cause nearly $14 billion in property damage. As part of a continuing study, scientists at the University of Massachusetts Boston are studying the advisability of building a massive seawall that would extend across Boston Harbor to a height at least 20 feet above the low tide mark to protect the city from sea levels that are expected to rise by at least 1½ feet by 2050 and 3 feet by 2070.
