Created by the two city engineers for the Committee on Public Lands, the plan borrows from earlier plans by Bulfinch and Fuller. It calls for French-style boulevards flanked by the previously-proposed English-style residential streets built around small parks or squares. It is implemented in four stages between 1850 and 1875.
