According to town records, the high taxes cause the “wealthy and most able inhabitants to move into the country towns” where taxes are only “a quarter or fifth part of what they pay in Boston.” The taxes in Boston (67% on real and personal property) are imposed in order to pay for services and for the care of the poor.
