(March) The plan calls for the demolition of some 29,000 units of substandard housing, development of some 3,000 acres of vacant land, construction of 37,000 new units of housing, and the rehabilitation of another 32,000 units by 1975. According to the plan, its goal is “To promote stability in the size of Boston’s population while increasing the diversity of its composition so that it more nearly reflects the composition of the region’s population as a whole. This would, of course, entail a reversal of present trends toward increasing proportions of low-income groups and non-whites in the core city.”
