The new plan attempts to address overcrowding in some schools and under utilization of others. According to Arthur Brayley, its advocates promote “the benefits of the scholars obtained from coming into contact with different minds, manners, etc.” But parents oppose the plan because “[It] compelled children resident of one section of the city to attend school in another and far distant section. . . [and] the percentage of ‘stay at homes’ for this reason was very large in all the schools.”
