By a vote of the Freemen, only new residents who purchase the right from an existing commoner are allowed such access. The ordinance also limits the number of cows permitted to graze to 70 (no more than one cow per owner), and bans the grazing of horses except for one owned by Elder Thomas Oliver, a deacon at the First Church. The restriction lasts until 1672, when the right of commonage is once more extended to all residents.
