Felix Arroyo is elected to the Boston City Council.

The first Hispanic elected to the Boston City Council, Arroyo is a resident of Hyde Park. After a recount, he placed fifth (by 68 votes) in the at-large race in the 2001, but had been serving on the council in January 6, 2003, when Francis “Mickey” Roache gave up his seat to become Suffolk County Register of Deeds.
