The action is ordered by the Massachusetts legislature. Until this point, the state made up the difference between the system’s costs and the revenue it received from fares, parking, advertising, and contributions from member cities and towns. From this point on, the system receives one cent of every five cents collected from the state sales tax and is forced to assume its debt of $3.8 billion.
