Welfare reform act is is adopted in Washington, D.C.

Officially the Personal Responsibility and Work Opportunity Reconciliation Act, the law is signed by President Bill Clinton, who declares, “We have to end the welfare system as we know it.” The legislation limits the length of time that individuals can receive public assistance and establishes work or education and job training requirements from recipients.
