Massachusetts Right to Shelter Law is adopted.

(Nov.) Passed by the Massachusetts legislature and signed by Gov. Michael Dukakis, Chapter 450 law guarantees shelter to every homeless family. It is passed at a time when the state is attempting the “deinstitutionalization” of mental patients by closing state-run mental hospitals in favor of providing community-based treatment.
