(ca.) The proposal to rebuild the Central Artery underground is initially met with sarcastic humor. State Representative Barney Frank quips, “It would be easier to raise the city than lower the artery.” Massachusetts Rep. George Keverian to suggests that if people really wanted to depress the Central Artery, “they should have Gov. Michael Dukakis talk to it.” But when Bill Reynolds, a private-sector engineer and contractor, suggests combining the rebuilding of the artery with construction of a third harbor tunnel to Logan Airport, the project subsequently wins support. Construction begins in 1991 and is completed in 2007.*
