Massachusetts Special Needs Law is adopted.

Officially Chapter 766, it calls for “maximum feasible benefits” to be provided for students identified with special needs and services to be provided in the “least restrictive environment” possible. It goes into effect in September 1974 A report critical of the implementation of the law is released in 1975.* A suit against the Boston Public Schools for failure to meet the law’s requires is filed in 1976.*
