Highway Construction Moratorium is declared by Gov. Frank Sargent.

In announcing the temporary moratorium on all highway construction in Greater Boston, with the exception of completion of I-93 in a state-wide television address, Sargent declares, “Nearly everyone was sure highways were the only answer to transportation problems for years to come. But we were wrong.” The moratorium is made permanent in 1972.*
