Columbia Gardens housing development is approved.

The Massachusetts State Board of Housing approves the plan by a private developer, which calls for clearing a 25-acre site to build 952 apartments for 4,300 people. The plan is subsequently rejected by the U.S. Public Works Administration however, after land speculators buy up property driving up the project’s cost.
