Mayor’s office powers are increased.

The new city charter lengthens the mayoral term to four years, gives the mayor veto power over council proposals and the power to appoint department heads without council approval, prompting the Boston Globe to claim it creates a “Municipal Monarch.” Some suggest that the changes were backed by “reformers,” who expected James Jackson Storrow would be elected mayor by the time the changes take effect in January 1910.
