Boston Common Council is expanded.

Its size is increased from 48 to 56 members as a result of the creation of two additional wards, each of which elects four members. The Common Council is increased to 64 in 1870, to 74 in 1874, and reduced to 72 in 1876 (three from each ward), then increased to 75 in 1892.
