Those opposing the annexation by Boston of Charlestown and Roxbury include former Mayor Josiah Quincy III. Citing the excessive size of New York City as an example, he writes, “The maxim of Mr. Jefferson that great cities are, in many respects, great sores on the body politic, is no longer a matter of prophesy or theory, but a fact.”
